Thaira Al-Madi has served as the Director of the Accreditation Department at the Health Care Accreditation Council (HCAC) since June 2011. HCAC is the Arab region’s only independent, not-for-profit organization dedicated to improving healthcare quality across the continuum of services.

With over 33 years of experience in the healthcare industry, Ms. Madi is a recognized expert in quality improvement systems, external evaluation, benchmarking, and healthcare reform. She possesses extensive expertise in standards development, quality management systems, surveyor training and management, survey processes, excellence models, gap analysis, and capacity building.

Ms. Madi has provided consultancy services to governmental and regional institutions to establish and enhance accreditation systems. Her consultancy work includes gap analyses, roadmap development, standards revision and development, surveyor training programs, and surveyor management systems. She is highly skilled in leading teams, coaching, mentoring, and fostering staff development while driving performance improvement.

As an ISQuaEEA-certified surveyor, Ms. Madi has conducted over 20 surveys, both desktop and onsite, and has served as a team leader for more than ten surveys, receiving excellent feedback for her leadership.

Prior to joining HCAC, Ms. Madi led the Quality Improvement process at Jordan University Hospital, where she was instrumental in developing and implementing quality programs, performance improvement initiatives, and patient safety program. She also led the implementation of JCI, HCAC, HACCP, and ISO standards within the hospital, contributing to operational assessments, patient safety evaluations, infection control, and leadership development.

Earlier in her career, Ms. Madi served as Hospital Nursing Supervisor (2001–2003) and as a registered nurse (1991–2002), gaining hands-on experience in patient care for oncology, nephrology, neurology, and general medicine cases.

Ms. Madi holds a master’s degree in healthcare quality management. She is a fellow and individual member of the International Society for Quality in Health Care (ISQua).

Her publications focus on topics such as the impact of managerial empowerment on total quality management, antimicrobial stewardship, hospital readiness for the COVID-19 pandemic, barriers to PPE compliance, and maintaining quality and patient safety during crises.
